DeLand resident Michael Arth, an advocate for the homeless, talks about his Tiger Bay Village project (villagesforthehomeless.org ) during a candlelight 'Vigil for the Homeless' at the corner of International Speedway Boulevard and Beach Street, Friday, Jan. 18.
